"Notice of Intent, Commercial Buildings Construction Site, Soil Erosion Control" registration is required after preparation of erosion/sediment control and stormwater management plans when the construction of a public building (or a residential development site) involves the disturbance of one or more acres of land. Even if there is less than one acre of land disturbed, rules must be followed related to soil erosion and sediment control. If the disturbance of one or more acres is for construction of a single one- or two-family dwelling, the plans should be prepared and NOI information is on the form for applying for the local UDC Building Permit. If the disturbance is for construction not regulated by the Safety and Buildings Division of the Department of Commerce, contact the Department of Natural Resources. There
