Automatic Fire Sprinkler Contractor License

Who should have this credential? A person licensed as an automatic fire sprinkler contractor may oversee and be responsible for any work on an automatic fire sprinkler system. Other sprinkler categories may do differing activities regarding sprinkler systems, but they need to work under supervision of a fire sprinkler contractor or a contractor-maintenance.

How does the credential vary from others in the field? A sprinkler contractor can do physical installation, repair, testing, and maintenance work, and can oversee the work of others holding sprinkler credentials.

What are the prerequisites for obtaining the credential? Pass an exam. A person applying for the exam should show 1000 hours experience for three years as a licensed journeyman sprinkler fitter, or have a degree in civil or mechanical engineering or other sprinkler-related curriculum, or show 1000 hours experience for seven years in sprinkler design or installation (can substitute three years full-time schooling for experience), or hold Level III certification in sprinkler layout from the National Institute for Certification in Engineering Technologies.

How does someone apply for the exam? A person applying to take a sprinkler contractor license exam shall submit an application, a $25 application fee, and a $100 exam fee. Upon successful passage of the exam, an applicant will receive a letter asking them to a submit a prorated part of the $2000 four-year license fee.

Is there a continuing education requirement? Yes. Continuing education requirement for the initial term are waived through first obtaining the license. Subsequent renewals require at least 24 hours of approved continuing education by March 30 of the year the credential expires.

How will the credential be renewed? A renewal letter will be sent to the credential holders for whom S&B has record of fulfilling the continuing education requirements, approximately 45 days before the renewal date. A nonrenewal letter is sent to those people who do not have sufficient continuing education taken by March 30 of the year the credential expires.

Automatic Fire Sprinkler Contractor-Maintenance Registration

Who should have this credential? A person who holds a registration as a automatic fire sprinkler contractor-maintenance shall perform or oversee installations, repair, testing and maintenance of existing automatic fire sprinkler systems of no more than 15 sprinklers per project, only within the facilities or properties of the business establishment where the person is employed.

How does the credential vary from others in the field? A contractor-maintenance has project size limitations and can work only in facilities of their employer.

What are the prerequisites for obtaining the credential? Pass an exam. To take the exam, a person should have completed an automatic fire sprinkler system apprenticeship.

How does someone apply for the exam? A person applying to take a sprinkler contractor-maintenance registration exam shall submit a completed application, a $25 application fee, and a $50 exam fee. Upon successful passage of the exam, an applicant will receive a letter asking them to a submit a prorated part of the $400 four-year registration fee.

A fitter-maintenance may perform limited installations, repair, testing and maintenance of existing automatic fire sprinkler systems, within the facilities of one employer, under supervision of a fire sprinkler contractor or a contractor-maintenance.

What are the prerequisites for obtaining the credential? Submit an application and fee.

How does someone apply for the credential? A person applying for a sprinkler fitter-maintenance registration shall submit a completed application, a $10 application fee, and a prorated part of the $60 four-year registration fee.

Automatic Fire Sprinkler System Apprentice Registration

Who should have this credential? A person who holds a registration as an automatic fire sprinkler fitter apprentice may perform installations, repair, testing, and maintenance of automatic fire sprinkler systems under the general supervision of a fire sprinkler contractor.

How does the credential vary from others in the field? An automatic fire sprinkler fitter apprentice does not have the limits placed on maintenance categories. An apprentice has additional apprenticeship requirements with the state Department of Workforce Development for training and education, beyond registration with the Safety and Buildings Division.

What are the prerequisites for obtaining the credential? should be indentured to a fire sprinkler contractor in an approved fire sprinkler apprenticeship.

How does someone apply for the credential? A person applying for a sprinkler apprentice registration shall submit a completed application and a $15 one-year registration fee.

What is the term of the credential? One year from date of issuance.

Automatic Fire Sprinkler System Tester Registration

Who should have this credential? A person who is a registered automatic fire sprinkler system tester may conduct the annual activities relative to inspection and testing of an existing automatic fire sprinkler system and components as required by Comm 14, Fire Prevention, and NFPA 25.

How does the credential vary from others in the field? A tester is limited to testing and may not install, repair, or maintain sprinkler systems.

What are the prerequisites for obtaining the credential? Pass an exam.

How does someone apply for the exam? A person applying for a sprinkler tester registration shall submit a completed application, a $10 application fee, and a $20 exam fee. Upon the successful completion of the exam, S&B will send a letter asking that the person send the $180 four-year registration fee.

What is the term of the credential? Four years from date of issuance.

Beginning Electrician Certification

Who should have this credential? A certified beginning electrician may perform electrical construction work in a municipality which allows this type of credential to perform electrical work. Wisconsin has a statewide voluntary certification of electricians in various classes, contractor, contractor-restricted, master, journeyman, and beginning, recognizing their knowledge and abilities. Whether an electrician credential is required and what category of credential is needed are determined by individual municipalities.

How does the credential vary from others in the field?   The work that can be done by people holding the various electrical credentials in Wisconsin - electrical contractor, contractor-restricted, master, journeyman, and beginning - is defined on a local level.  There are state code qualifications for obtaining the different electrical credentials, but other than requiring an electrical contractor to be or employee a master electrician, the duties of the different electricians are not defined.

What are the prerequisites for obtaining the credential? There are no prerequisites.

How does someone apply for the credential? A person may submit a completed application, a $35 application fee, and a $80 four-year certification fee.

What is the term of the credential? The certification expires on June 30. The initial term shall be until the third following June 30. The first certification fee is prorated. After the initial term, the term is four years.

Blaster Classes 1-7 Licenses

Who should have this credential? A person holds one of the seven classes of blasters licenses may prepare explosive charges or conduct blasting operations in Wisconsin. The variations of activities are listed here according to each category.

Class 1: A person, who either holds a license as a licensed class 1 blaster or is under the direct supervision of a person who holds a license as a licensed class 1 blaster, may conduct blasting operations and activities not closer than 500 feet to an inhabited building for stumps, boulders, ice, frost, concrete, footings, foundations, pole settings, drainage ditches, beaver dams, pot holes, seismic tests, boiler tubes, fertilizer piles, silos, dimension stone, well shooting, metal forms, black powder, or coal piles.

Class2: A person, who either holds a license as a licensed class 2 blaster or is under the direct supervision of a person who holds a license as a licensed class 2 blaster, may conduct blasting operations and activities for stumps, boulders, ice, frost, concrete, footings, foundations, pole settings, drainage ditches, beaver dams, pot holes, seismic tests, boiler tubes, fertilizer piles, silos, dimension stone, well shooting, metal forms, black powder or coal piles.

Class 3: A person, who either holds a license as a licensed class 3 blaster or is under the direct supervision of a person who holds a license as a licensed class 3 blaster, may conduct blasting operations and activities for underground mining, underground construction or tunnels.

Class 4: A person, who either holds a license as a licensed class 4 blaster or is under the direct supervision of a person who holds a license as a licensed class 4 blaster, may conduct blasting operation and activities not closer than 2500 feet to an inhabited building for quarries, open pits, road cuts, trenches, site excavations, basements, underwater demolition or underground excavations.

Class 5: A person, who either holds a license as a licensed class 5 blaster or is under the direct supervision of a person who holds a license as a licensed class 5 blaster, may conduct blasting operations and activities 2500 feet and closer to an inhabited building for quarries, open pits and road cuts.

Class 6: A person, who either holds a license as a licensed class 6 blaster or is under the direct supervision of a person who holds a license as a licensed class 6 blaster, may conduct blasting operations and activities 2500 feet and closer to an inhabited building for trenches, site excavations, basements, underwater demolition, underground excavations or structures 15 feet or less in height.

Class 7: A person, who either holds a license as a licensed class 7 blaster or is under the direct supervision of a person who holds a
license as a licensed class 7 blaster, may conduct blasting operations and activities for structures greater than 15 feet in height, bridges, towers or any of the objects or purposes specified under classes 1 to 6.

What are the prerequisites for obtaining the credential? Pass an exam. Applicants must be be 21 years old and must submit proof of 640 hours experience under the supervision of a blaster who holds the class of license the applicant wishes to take the exam for.

How does someone apply for the credential? A person applying to take a blaster license exam shall submit an application, and a $30 exam fee.  S&B will do a criminal history check with the state Department of Justice. Upon successful passage of the exam, an applicant will receive a letter asking them to submit the $100 four-year license fee.

What is the term of the credential? Four years from date of issuance.

Boiler Repairer

The Safety and Building Division no longer administers the boiler repairer registrations. Boiler repairs and alterations should be completed in accordance with ANSI/NB-23, the National Board Inspection Code. The work must be done by an organization with a valid National Board "R" certificate of authorization.

Boiler-Pressure Vessel Inspector Certification

Who should have this credential? A person may inspect, as required under Comm 41, Boiler Code, a boiler or pressure vessel, or submit an inspection report to the department, if the person holds a certification issued by the department as a: (a) Certified boiler-pressure vessel inspector; or (b) Certified in-service field inspector working under the general supervision of a certified boiler-pressure vessel inspector who has assumed responsibility for the inspection or the report.

How does the credential vary from others in the field? A certified boiler-pressure vessel inspector may do the inspection defined above or may supervise a certified in-service field inspector.

What are the prerequisites for obtaining the credential? A person applying for a boiler-pressure vessel inspector certification shall have: 1. Passed the competency exam by the national board of boiler and pressure vessel inspectors; and either a degree in engineering from an accredited college or university and at least 1,000 hours in one year of experience in the design, construction, operation, or inspection of boilers or pressure vessels; or an associate degree in mechanical technology from an accredited college or school and at least 1,000 hours per year for at least two years of experience in the design, construction, operation or inspection of boilers or pressure vessels; or c. At least 1,000 hours per year for at least three years of experience in the design, construction, operation, or inspection of boilers or pressure vessels.

How does someone apply for the credential? A person applying for a boiler-pressure vessel inspector certification shall submit a completed application, and a $120 four-year certification fee.

What is the term of the credential? The certification expires on December 31. The initial term shall be until the third following December 31. The first certification fee is prorated. After the initial term, the term is four years.

Is there a continuing education requirement? Yes. There is no continuing education required for the first renewal after passing the exam. Commercial Building Inspector Certification

Who should have this credential? A person who holds a certification issued by the department as a certified commercial building inspector may conduct inspections of public buildings and places of employment for the purpose of administering and enforcing Comm 60 to 66, Commercial Building Code,  and Comm 75 to 79, Existing Buildings.  This certification is mandatory for certified municipalies' staff per Comm 61.60.  It is also mandatory for in-plant inspection of manufactured dwellings per Comm 61.41(2).

How does the credential vary from others in the field?  There are a number of different inspector credentials administered by the Safety and Buildings Division.  The commercial building inspector's responsibilities are defined in the paragraph above.

What are the prerequisites for obtaining the credential? Pass an exam.  Or, the exam is not necessary if a person holds a certificate issued by the International Code Council as one of the following:  commercial combination inspector, building inspector, combination plans examiner, commercial building inspector and commercial mechanical inspector, building plans examiner and mechanical plans examiner; or a person holds a registration under chapter 443, stats., as an architect or engineer.

How does someone apply for the credential? A person applying to take a commercial building inspector certification exam shall submit an application, a $10 application fee, and a $20 exam fee. Upon successful passage of the exam an applicant will receive a letter asking them to a submit a prorated part of the $30 four-year certification fee.

Or, a person may submit a completed application, a $10 application fee, and evidence of registration or certification as noted just above.  A successful applicant will receive a letter asking them to a submit a prorated part of the $30 certification fee.

Commercial Electrical Inspector Certification

Who should have this credential? A person may conduct the inspection of electrical installations in public buildings and places of employment for the purpose of administering and enforcing Comm 16, Electrical Code, if the person holds a commercial electrical inspector certification.

How does the credential vary from others in the field?  There are a number of different inspector credentials administered by the Safety and Buildings Division.  The commercial electrical inspector's responsibilities are defined in the paragraph above.

What are the prerequisites for obtaining the credential? A person applying to take a commercial electrical inspector certification exam shall have:  (a) 1. At least 1,000 hours per year for at least six years of experience in electrical work that relative to the experience required under subd. 1., each full-time semester spent in a school of electrical engineering or other accredited college, university, technical or vocational school in an electrical-related program shall be considered equivalent to 500 hours of experience, with no more than 3,000 hours and 3 years of experience through education being credited toward the required experience; or

(b) At least 1,000 hours per year for at least three years of experience in electrical work and has a degree in electrical engineering from an accredited college or university; or

(c) At least 1,000 hours per year for at least three years of experience in electrical work and holds a registration or certification under ch. 443, Stats., as a registered professional engineer, a registered architect or a certified designer of electrical systems.

Or, a person may apply for a commercial electrical inspector certification is they provide: 1. Evidence that the person holds a certification as a master electrician issued under Comm 5.43.; 2. Evidence that the person holds a certification issued by the International Code Council as either an electrical inspector or a commercial electrical inspector, or 3. Evidence that the person holds a certification issued under the International Association of Electrical Inspectors/National Fire Protection Association certification program as a certified electrical inspector−master.

A person applying to take a commercial electrical inspector certification exam shall submit a completed application, a $10 application fee, and a $20 exam fee. Commercial Plumbing Inspector Certification

Who should have this credential?  A city of the first, second, or third class shall appoint one or more supervisors who shall supervise the installation, alteration and repair of plumbing within its jurisdiction in accordance with one of the following approaches:

1.  The city shall utilize at least one supervisor to oversee all plumbing inspections and all plumbing plan reviews who shall hold a certification as a commercial plumbing inspector issued under this section and who shall hold a license as a master plumber or a license as a journeyman plumber.

2.  The city shall utilize at least one individual to conduct all plumbing inspections and all plumbing plan reviews who shall hold a certification as a commercial plumbing inspector issued under this section and who shall hold a license as a master plumber or a license as a journeyman plumber.  (This option does not prevent the employment of individuals to organizationally supervise the plumbing inspectors and plumbing plan reviewers.  In such cases, where the individuals are providing administrative supervision, the supervisors are not required to be certified as commercial plumbing inspectors or to be licensed plumbers.)

How does the credential vary from others in the field?  There are a number of different inspector credentials administered by the Safety and Buildings Division.  The commercial plumbing inspector's responsibilities are defined in the paragraph above.  A commercial plumbing inspector may do plumbing inspections and plan review for all plumbing within their jurisdiction, while a Uniform Dwelling Code inspector may only conduct plumbing inspections and plan reviews for Comm 25, Uniform Dwelling Code.

What are the prerequisites for obtaining the credential? Pass an exam, or without exam by holding a master or journeyman plumbing license.  Until August 1, 2005, a person holding a UDC inspection certification, having conducted at least 50 commercial plumbing inspections, and employed by a municipality, can also obtain the commercial plumbing inspector certification without exam. 

How does someone apply for the exam? A person applying to take a commercial plumbing inspector exam shall submit a completed application, evidence of meeting special conditions noted above (if appropriate), a $10 application fee, and a $20 exam fee. Upon passage of the exam, an applicant will receive a letter asking them to a submit a prorated part of the $30 four-year certification fee.

What is the term of the credential? The certification expires on June 30. The initial term shall be until the fourth following June 30. The first certification fee is prorated. After the initial term, the term is fourth years.

Is there a continuing education requirement?   Yes.  There is no continuing education requirement for the first renewal after passing the exam. There is an education requirement for the initial term if the credential is obtained without exam, i.e. being waived through as a master or journeyman plumber, or as a UDC inspector.  To renew after the initial term, at least 24 hours of acceptable continuing education is needed by March 30 of the year the credential expires.

How will the credential be renewed? A renewal letter will be sent to the credential holders for whom S&B has record of fulfilling the continuing education requirements, approximately 45 days before the renewal date. A nonrenewal letter is sent to those people who do not have sufficient continuing education taken by March 30 of the year the credential expires.

Cross Connection Control Tester Registration

Who should have this credential?  A person may conduct a performance test of a cross connection control device as required by Comm 82.21(3) if the person holds a registration issued by the Safety and Buildings Division as a registered cross connection tester.

How does the credential vary from others in the field?  The CCCD tester may test and repair the devices, but not do other plumbing.

What are the prerequisites for obtaining the credential? A person applying for a cross connection control device tester registration shall have at least 40 hours in an approved course or courses in the theory of cross connection control, the operation, testing and maintenance of cross connection control devices, and the national standards for the devices.  The course or courses shall include instruction in at least: (A) Reduced pressure principle backflow preventers; (b) Reduced pressure detector backflow preventers; (c) Pressure vacuum breaker assemblies; (d) Double check detector assembly backflow preventers; (e)  Double check backflow prevention assemblies; and (f)  Back siphon age backflow vacuum breakers.

Dwelling Contractor, DC-Restricted, and Dwelling Contractor Qualifier Certifications

Who should have these credentials? A person may obtain a building permit for a one- or two-family dwelling only if (see exception) the person holds a dwelling contractor certification and or a dwelling contractor - restricted certification, except as provided under s. 101.654(1)(b), Stats. There is an exception for an owner of a dwelling who resides or will reside in the dwelling and who applies for the building permit.

This situation will change January 1, 2008.  To obtain a one- or two-family dwelling building permit as of that date, a person must have a dwelling contractor certification (or restricted) and have, or employ someone with, a dwelling contractor qualifier certification.  People who held DCCs as of mid-April 2006 have been offered the opportunity to obtain the qualifier certification without having to take a prerequisite qualifier course.  People who obtain a DCC after mid-April 2006 must take a course in order to obtain the qualifier certification or must employ someone with the qualifier certification.  The administrative rules that deal with the qualifier certification are adopted and go into effect on September 1, 2007.

How does the restricted credential vary? The a dwelling contractor-restricted category is for projects under $25,000, for contractors who provide a surety bond of less than $25,000. The figure of $5,000 mentioned in 101.654(2)(a)1, Stats. is the minimum for providing a surety bond. That minimum only is valid for the restricted category; there should be at least a $25,000 bond for the "full" or unrestricted dwelling contractor category, if a bond is provided and not the certificate of insurance described in 101.654(2)(a)2, Stats. - Here is a link to the dwelling contractor -restricted application.

What are the prerequisites for obtaining the dwelling contractor? A person applying for a dwelling contractor certification or a restricted certification shall provide evidence that the person complies with worker's compensation requirements, unemployment compensation requirements, and liability or bond insurance requirements as specified under s. 101.654(2) and (2m), Stats. The person applying shall be the owner of the contracting business, a partner in the contracting business applying on behalf of a partnership, or the chairman of the board or chief executive officer applying on behalf of the contracting corporation.  - Here is a link to the dwelling contractor application.

101.654(2) An applicant for a certificate of financial responsibility shall provide to the satisfaction of the department proof of all of the following: (a) That the applicant has in force one of the following:

1. A bond endorsed by a surety company authorized to do business in this state of not less than $5,000, conditioned upon the applicant complying with all applicable provisions of the one- and 2-family dwelling code and any ordinance enacted under s. 101.65(1)(a).

2. A policy of general liability insurance issued by an insurer authorized to do business in this state insuring the applicant in the amount of at least $250,000 per occurrence because of bodily injury to or death of others or because of damage to the property of others.

(b) If the applicant is required under s. 102.28(2)(a) to have in force a policy of worker's compensation insurance or if the applicant is self-insured in accordance with s. 102.28(2)(b), that the applicant has in force a policy of worker's compensation insurance issued by an insurer authorized to do business in this state or is self-insured in accordance with s. 102.28(2)(b).

(c) If the applicant is required to make state unemployment insurance contributions under ch. 108 or is required to pay federal unemployment compensation taxes under 26 USC 3301 to 3311, that the applicant is making those contributions or paying those taxes as required.

(2m) If an applicant wishes to use a bond under sub. (2)(a)1. of less than $25,000 to comply with sub. (2) (a), the applicant shall agree not to perform any work on a dwelling for which the estimated cost of completion is greater than the amount of the bond. The department shall indicate any restriction under this subsection on the certificate of financial responsibility issued.

What are the prerequisites for obtaining the dwelling contractor qualifier certification?  A person wishing to obtain a dwelling contractor qualifier certification must attend 12 hours of approved qualifier training education and pass an exam given with that education.  Proof of training attendance will need to be provided with the qualifier application.

Electrical Contractor and EC-Restricted Certification

Who should have this credential? A certified electrical contractor and contractor - restricted may perform electrical construction work in a municipality which allows this type of licensure to perform electrical work pursuant to s.101.87 (2) to (4), Stats., and in accordance with local ordinances.  Wisconsin has a statewide certification of electricians in various classes, contractor, contractor-restricted, master, journeyman, and beginning, recognizing their knowledge and abilities. Whether an electrician credential is required and what category of credential is needed are determined by individual municipalities.

How do the credentials vary? The work that can be done by people holding the various electrical credentials in Wisconsin - electrical contractor, contractor-restricted, master, journeyman, and beginning - is defined on a local level.  There are state code qualifications for obtaining the different electrical credentials, but other than requiring an electrical contractor to be or employee a master electrician, the duties of the different electricians are not defined.

The contractor-restricted category is limited to people who held a municipal electrical license before the state certification system went into place. If the municipality after that time chose to ask for state certification, the person could obtain a state electrical contractor-restricted to satisfy the municipality's requirements. The restricted certification is valid only in the municipality in which the contractor previously held the local license.

What are the prerequisites for obtaining the credential? The person applying for an electrical contractor certification shall be the owner of the contracting business, a partner in the contracting business applying on behalf of the partnership, or the chairman of the board or chief executive officer applying on behalf of the contracting corporation. A person who holds an electrical contractor certification shall be a certified master electrician or employ one or more certified master electricians.

A person applying for an electrical contractor-restricted certification shall hold or have held a license or certification to do electrical construction work issued by one or more municipalities as of the date the municipalities required state certification under s. 101.87(3), Stats.

How does someone apply for the credential? A person applying for the electrical contractor or electrical contractor-restricted shall submit a completed application, a $35 application fee, and a $200 four-year certification fee.

What is the term of the credential? The certification expires on June 30. The initial term shall be until the third following June 30. The first certification fee is prorated. After the initial term, the term is four years.

Elevator Inspector Certification

Who should have this credential? A person, as an authorized representative of the department, may provide inspections required under Comm 18, Elevator Code, if the person holds an elevator inspection certification issued by the department.

<How does the credential vary from others in the field?  There are a number of different inspector credentials administered by the Safety and Buildings Division.  The electrical inspector's responsibilities are defined in the paragraph above.

What are the prerequisites for obtaining the credential? A person may obtain a certification as a certified elevator inspector by either one of the following: (a) Passing an exam; or (b) Providing evidence of a current certification as an elevator inspector meeting the requirements of the American Society of Mechanical Engineers (ASME) A17.1, Standard for the Qualification of Elevator Inspectors (QEI) - 1.

How does someone apply for the credential? A person applying for the elevator inspector certification exam shall submit a completed application and a $45 exam fee. Upon successful passage of the exam an applicant will receive a letter asking them to submit the $120 four-year certification fee. If the exam is not necessary, according to (b) above, a person should submit a completed application, proof of the QEI, and a $120 four-year certification fee.

Fireworks Manufacturer License

Who should have this credential? A person may manufacture fireworks or a listed device in Wisconsin if the person holds a license issued by the department as a licensed fireworks manufacturer. A fireworks manufacturer license shall be obtained and held for each plant where fireworks or listed devices are to be manufactured.

How does the credential vary from others in the field? This credential is for manufacture of fireworks. Retail sales of fireworks is a local municipal administrative affair.

What are the prerequisites for obtaining the credential? A person applying for a license as a fireworks manufacturer shall hold a federal license issued under 18 USC chapter 40 section 843. The person applying for a fireworks manufacturer license shall be the owner of the business, a partner in the business applying on behalf of a partnership, or the chairman of the board or chief executive officer applying on behalf of the corporation.

How does someone apply for the credential? A person applying for the fireworks manufacture license shall submit a completed application and a $70 four-year license fee.

HVAC Contractor Registration

Who should have this credential? A person, entity or business may engage in installing or servicing heating, ventilating or air conditioning equipment, except as provided in (b), or installing or servicing refrigeration equipment that would release or may release ozone-depleting refrigerant, or sell for reuse used ozone-depleting refrigerant from refrigeration equipment, if they hold a registration issued by the department as a registered HVAC contractor.

(b)1. A person, entity or business is not required to hold a registration as a registered HVAC contractor to service existing heating, ventilating, or air conditioning equipment or systems within facilities or properties owned by the person or entity. (b)2. A person, entity or business is not required to hold a registration as a registered HVAC contractor for electrical or plumbing work associated with the installation or servicing of HVAC equipment or systems.

How does the credential vary from others in the field? This HVAC contractor registration is valid statewide, except where there is a local requirement for a local HVAC credential. The local requirement can be satisfied with the local credential or someone may obtain the state HVAC Qualifier credential. (See below.)

The person applying for an HVAC contractor registration shall be the owner of the contracting business, a partner in the contracting business applying on behalf of a partnership, or the chairman of the board or chief executive officer applying on behalf of the contracting corporation.

HVAC Qualifier Certification

Who should have this credential? A person or entity who utilizes a person who holds an HVAC qualifier certification shall be deemed to be a certified HVAC business and may not be required to obtain a local certification, license or other approval in order to engage in the business of installing or servicing heating, ventilating, or air conditioning equipment.

How does the credential vary from others in the field? The HVAC contractor registration (see above) is valid statewide, except where there is a local requirement for a local HVAC credential. The local requirement can be satisfied with the local credential or someone may obtain the state HVAC Qualifier credential.

What are the prerequisites for obtaining the credential? Pass an exam. A person applying for an HVAC qualifier certification exam shall have one of the following: (a) At least 1000 hours per year for at least four years of experience in supervising or performing the design, installation, servicing or maintenance of HVAC systems or equipment; (b) At least four years of attendance in a school of mechanical engineering or in an accredited college, university, or technical, vocational or apprenticeship school in an HVAC-related program; or (c) Any combination of four years of experience recognized under par. (a) and education recognized under (b).

How does someone apply for the credential? A person applying to take a HVAC qualifier certification exam shall submit a completed application, a $10 application fee, and a $20 exam fee. Journeyman Automatic Fire Sprinkler Fitter License

Who should have this credential? A person may install, maintain, or repair automatic fire sprinkler systems if they hold a license or registration issued by the department as a licensed automatic fire sprinkler contractor, a licensed journeyman sprinkler fitter, a registered automatic fire sprinkler system apprentice, a registered automatic fire sprinkler contractor-maintenance, or a registered automatic fire sprinkler fitter-maintenance.

How does the credential vary from others in the field? A licensed journeyman automatic fire sprinkler fitter works under the general supervision of a person who holds a license as a licensed automatic fire sprinkler contractor.

What are the prerequisites for obtaining the credential? Pass an exam. To apply for the exam, a person should have completed an automatic fire sprinkler system apprenticeship.

How does someone apply for the credential? A person applying to take a journeyman fire sprinkler fitter license exam shall submit an application, a $10 application fee, and a $20 exam fee. Journeyman Electrician Certification

Who should have this credential? A certified journeyman electrician may perform electrical construction work in a municipality which allows this kind of licensure to perform electrical work pursuant to s.101.87(2) to (4), Stats., and in accordance with local ordinances. Wisconsin has a statewide voluntary certification of electricians in various classes, contractor, contractor-restricted, master, journeyman and beginning, recognizing their knowledge and abilities. Whether an electrician credential is required and what category of credential is needed are determined by individual municipalities.

How does the credential vary from others in the field?   The work that can be done by people holding the various electrical credentials in Wisconsin - electrical contractor, contractor-restricted, master, journeyman, and beginning - is defined on a local level.  There are state code qualifications for obtaining the different electrical credentials, but other than requiring an electrical contractor to be or emplyee a master electrican, the duties of the different electricians are not defined.

What are the prerequisites for obtaining the credential? A person may obtain a certification as a journeyman electrician by either one of the following: Passing the journeyman electrician exam or completing an electrical construction apprenticeship.

How does someone apply for the credential? A person applying to take a journeyman electrician exam shall submit a completed application, proof of required experience and education (see next paragraph), a $35 application fee, and a $30 exam fee. Upon passage of the exam an applicant will receive a letter asking them to a submit a prorated part of the $100 certification fee.

(a) Except as provided in (b), a person applying for a journeyman electrician certification exam shall have at least 1,000 hours per year of experience for at least five years in electrical construction work. (b) Relative to the experience required under (a), each semester spent full-time in a school of electrical engineering or other accredited college, university, technical or vocational school in an electrical-related program shall be considered equivalent to 500 hours of experience, with no more than 2,000 hours and two years of experience through education being credited toward the required experience.

What is the term of the credential? The certification expires on June 30. The initial term shall be until the third following June 30. The first certfication fee is prorated. After the initial term, the term is four years.

A renewal letter will be sent to the credential holders for whom S&B has record of fulfilling the continuing education requirements, approximately 45 days before the renewal date. A nonrenewal letter is sent to those people who do not have sufficient continuing education taken by March 30 of the year the credential expires.

Journeyman Plumber License

How does the credential vary from others in the field? A journeyman plumber may install plumbing while working under the general supervision of a master plumber, master plumber-restricted, or utility contractor (work under the restricted or contractor is limited). A journeyman who is not in the restricted service (private onsite wastewater, building sewers, building water services and mains) or restricted appliance (specific water appliances) categories, is not limited as those two categories are.

What are the prerequisites for obtaining the credential? Pass an exam. A person applying for a journeyman plumber license exam shall have completed a plumbing apprenticeship program recognized under ch. 106, Stats.

Journeyman Plumber - Restricted Appliance Registration

Who should have this credential? A journeyman-restricted appliance plumber may install a limited set of plumbing while working under the general supervision of a master plumber or a master plumber-restricted appliance. The limitiation is to allow the installation and modification of water softeners, water heaters or other items in connection with the water supply or water distribution systems which do not require a direct connection to the waste or drain piping systems are limited to making connection to existing installations.  There shall be no drilling, tapping or direct connection made to any waste or drain pipe to serve items installed.  The maximum length of water piping permitted to be installed under this section shall be the minimum required to connect the item to the system. A journeyman who is not in the restricted service (private onsite wastewater) or restricted appliance categories, is not limited as those two categories are.

  Manufactured Home Installer 

Who should have this credential? Except as provided in par. (b), beginning on January 1,
2007, pursuant to s. 101.96, Stats., no person may install a manufactured home onto a foundation or other support system unless the person complies with one of the following conditions: 1. The person holds a license issued by the department as a licensed manufactured home installer. 2. The person is under the general supervision of another person who holds a license issued by the department as a licensed manufactured home installer. (b) 1. The owner of a manufactured home who will reside in the home may install his or her own manufactured home without holding a license as a licensed manufactured home installer. This exemption does not apply to the owner who contracts for or otherwise arranges for the installation.   A person is not required to hold a license as a licensed manufactured home installer for electrical, plumbing or HVAC work associated with the installation of a manufactured home.  Note: There may be other state or local licensing requirements involved in the installation of manufactured homes.

How does the credential vary from others in the field?  A Manufactured Home Installer license is not the same as licenses for Manufactured Home Dealers, Salespersons, or Manfacturers.  For information on those licenses, see the next listing on this page.

What are the prerequisites for obtaining the credential? A person applying for a manufactured home installer license shall comply with all of the following conditions: (a) The person is at least 18 years old. (b) The person has not been found responsible in any judicial or administrative forum for any violation of s. 101.96, Stats., during the 2 years before the date on which the person’s license application is submitted. (c) The person has not been found responsible in any judicial or administrative forum during the 2 years before the date on which the person’s license application is submitted for any failure to perform an installation of a manufactured home as required under contract or for defrauding any person with regard to the provision of installation services.

How does someone apply for the credential? A person may apply for a manufactured home installer license by submitting an application form, a$10 application fee and the $100 license fee and one of the following:  1. Evidence that the person holds a manufactured home installer license issued by the federal Department of Housing and Urban Development.  2. Evidence that the person holds a manufactured home installer license issued by a state administrative agency (SAA) that has an installer licensing program that is equivalent to the Wisconsin rules. 3. Evidence that the person has completed at least 12 hours in an approved course or courses in the installation of manufactured homes within one year prior to the date of application. The course or courses shall include instruction and tests on soil mechanics; site preparation; structural support, stabilization and anchorage; setting; ventilation of crawl spaces; connections, plumbing, electrical, HVAC; joining of home sections.

A person may apply for a license as a licensed manufactured home installer by submitting an application, a $10 application fee and a $100 license fee and evidence that the person has actively participated in the installation of at least 10 manufactured homes.  (This paragraph does not apply after June 1, 2007.)

Manufactured Home Seller, Dealer, and Salesperson Licenses

There are three separate licenses for manufactured/mobile homes. There is a code development project in process to consolidate and clarify these licenses.  See information for the code advisory councils.

1. Manufactured Home Manufacturer License
Who should have this credential? Pursuant s. 101.92 (2), Stats., a manufacturer of manufactured homes or mobile homes may sell or distribute for sale manufactured homes or mobile homes if the manufacturer holds a credential issued by the department as a licensed manufactured home/mobile home manufacturer. A manufactured home manufacturer license shall be required for each manufacturing plant which manufactures homes to be sold or distributed for sale in the state.

How does the credential vary from others in the field? This is a license for manufacturers. There is also a license for dealers, companies that sell or distribute manufactured/mobile homes. There is also a license for dealer-salespersons, who are sales employees of a dealer or a manufacturer.

What are the prerequisites for obtaining the manufacturer credential? The person applying for a manufactured home manufacturer license shall be the owner of the manufacturing business, a partner in the manufacturing business applying on behalf of the partnership, or the chairman of the board or chief executive officer applying on behalf of the manufacturing corporation.

How does someone apply for the credential? A person applying for a manufactured home manufacturer license shall submit a completed application, a $10 application fee, and a $900 four-year license fee.

What is the term of the credential? The license expires on December 31. The initial term shall be until the third following December 31. The first license fee is prorated. After the initial term, the term is four years.

2. Manufactured Home Dealers License  
There are a number of variations of the dealer license, depending up on the type of sales transaction (financing provided versus cash-only), the amount of financial worth or bonding, and such things as sales location, inventory, and ownership of homes sold.  The variations applicable to an specific dealer will be printed on the paper license issued to the dealer.

Who should have this credential? A manufactured home dealer license is needed by anyone who runs a business that sells two or more manufactured/mobile homes in a year to a consumer or to the retail market, and who is not defined as a recreational vehicle dealer under Trans 14.02(7). See 101.91 Stats. for definitions of manufactured home and mobile home.

How does the credential vary from others in the field? This is a license for dealers, companies that sell or distribute manufactured/mobile homes. There is also a different license for manufacturers. There is also a license for dealer-salespersons, who are sales employees of a dealer or a manufacturer.    If a manufactured home dealer acts as a salesperson, they should have a salesperson's license.  Each dealer should have at least one salesperson.

How does someone apply for the credential?  A person applying for a manufactured home dealers license shall submit a completed application, information about financial worth or bonding, and appropriate fees as computed on application form.
