S&B Info for Boiler and Pressure Vessel Inspectors

A. The Safety and Buildings Division may accept a report submitted up to 90 days prior to PTO expiration. Earlier submittal must be based upon valid explanation.  Reports should not be submitted if not due for inspection.

B. Violations written on reports shall include the following three items:
1. Identify each specific violation by Comm 41 section numbers: "Comm 41.29"
2. Identify conditions of violation on date of inspection, "Requires two temperature controls. Only one temperature control is installed"
3. Identify corrective action: "Install a high temperature control with maximum setting 250 F"

C. If conditions warrant / object is not in compliance, mark box "PTO on Hold" on the inspection report. Normally a 30-day compliance date for violations is acceptable. Recommend follow-up by the inspector on violations.

D. Do not submit inspection reports for objects with periodic exemptions per Comm 41.18.

E. Do not submit "external" inspection reports for power boilers unless construction prohibits such inspection. If this is the case, indicate this on the report.

F. Internal or external inspection reports may be submitted for heating boilers.

G. Review inspection report for completeness. Incorrect, incomplete, or illegible inspection reports will be returned to sender with an attached information request sheet (SBD-219).

H. Repairs and Alterations to objects shall meet the requirements of the NBIC.

I. All new construction of ASME boiler and UPVs shall be registered with the National Board.

J. Comm 2.16 Inspection assessments: The Safety and Buildings Division may inspect any installation which is also inspected by a certified inspector. When the division inspection confirms that the inspection report is incomplete, invalid or unacceptable, the division will assess the inspector or their employer a fee determined in accordance with Comm 2.11.
