Five-Year
Wisconsin Consolidated Plan for Housing and Community Development
During
2004, the Department of Commerce, working with state agencies, local
governments, non-profit housing providers, development professionals,
private organizations, and Wisconsin citizens, will develop the
2005-2010 Consolidated Plan. The plan will identify housing,
homeless, community and economic development needs and resources,
and establish priorities and strategies for meeting those
needs. The plan also consolidates the application process
to secure federal funds earmarked to meet critical housing and community
and economic development needs of the state's citizens. These HUD
funds, which in a typical year total about $50 million, are made
available through four formula grant programs: Small Cities Community
Development Block Grants (CDBG), HOME Investment Partnerships (HOME),
Emergency Shelter Grants (ESG), and Housing Opportunities for Persons
With AIDS (HOPWA).
The Consolidated Plan is designed to be a collaborative process. The final plan will be a culmination of an extensive participatory process, which will include meetings with individual groups, information sessions, public roundtables, written comment solicitations, and public hearings.
