IMPORTANT: As of July 1st, 2011, functions once performed by the Wisconsin Department of Commerce have been moved to other state agencies and the Wisconsin Economic Development Corporation. The former Commerce web site will continue to exist for the next several months as resources are moved to new web site locations. Energy Efficiency and Conservation Block Grants (EECBG)
GRANTS AWARDED Commerce, in partnership with the State's Office of Energy Independence, has provided these funds to 82 local governments for the following activities:
Please see the attached for a complete list of grant recipients. Current grantees can submit program and fiscal reports using eGrants. PROJECT ADMINISTRATION Sub-recipients of EECBG funds are responsible for project administration. This includes, but is not limited to, submitting requests for funds and progress reports, conducting Labor Standards reviews, keeping financial management records, preparing closeout reports, and meeting other contractual obligations. The EECBG Implementation Handbook details the requirements that must be followed and provides the forms necessary to administer the grant. The Handbook references two items that may be of assistance in implementing your project.
A webinar titled EECBG Award Implementation Training is available for viewing. The video includes topics such as procurement, labor standards, Buy American, SHPO, disbursements and reporting. This 13 minute video demonstrates how to submit reports and payment requests on-line and includes a PowerPoint presentation. ARRA GUIDANCE All ARRA grants have special requirements that must be followed during the implementation of the project. The following documents may assist recipients of the EECBG grants.

ADDITIONAL ASSISTANCE THROUGH FOCUS ON ENERGY Focus on Energy provides incentives for many types of retrofits for eligible existing buildings (not everyone in Wisconsin is eligible). All incentive programs function as reimbursement programs after equipment has been purchased and installed. You should review the eligibility criteria for the incentive program prior to ordering equipment. (Note that in some cases you MUST work with Focus before you order equipment or you will be ineligible for incentives.) Focus incentives only apply to projects that involves a Focus advisor. It is highly recommended that applicants seek funds from Focus in addition to EECBG.
