When Wisconsin (DNR) or US Environmental Protection Agency (EPA) propose new rules, there is often little time to provide comments on the rule.   After rules are final, there are often multiple deadlines that an affected business must meet.  This page will announce the particular deadlines related to proposed or final rules affecting small businesses in Wisconsin in the near future.  

 

Area Source Rules Regulating Hazardous Air Pollutants

Information on the area source rules are available from the SBCAAP on the Air Toxics page under Area Source Standards.  

  • USEPA published a final rule on January 9, 2008 that affects all small businesses conducting paint stripping operations that remove paint using Methylene Chloride containing materials from metal, wood, plastic, or other substrates, and spray application of coatings on plastic and/or metal parts, including motor vehicle and mobile equipment repair operations.  Compliance is due on January 11, 2011 for existing sources and within 180 days of starting operation for new sources.

  • USEPA is providing a variety of training options for autobody shops affected by the new rule, mentioned above.  Please review the schedule and register for your preferred day and time.  

VOC RACT Rule Updates - Stakeholder Meetings


In response to concerns raised by the U.S. EPA, the Wisconsin DNR is working to rewrite existing air pollution rules targeting volatile organic compound (VOC) regulations.  The industries primarily impacted by the upcoming rules will be the printing and coating industries, especially processes that involve industrial solvent-based cleaning.  The Reasonably Available Control Technology (RACT) rules are required in counties classified as “moderate” for ozone nonattainment purposes.  The EPA has found some of Wisconsin’s VOC RACT rules to be deficient, which is why the DNR is proposing to re-write the rules.

In an effort to solicit feedback during the rulemaking process, the DNR will be holding a series of stakeholder meetings in the Milwaukee area on Wednesday, October 20th and Thursday, October 21st.  You are invited to attend any of the stakeholder meetings listed below:
