Commercial Buildings Plan Review Worksheets and Checklists.Are inspections involved? Buildings may be inspected at various stages during construction. The inspections will be done by one of the division's commercial building inspectors, except when the project is located in a delegated agent municipality, where a local inspector will provide the inspection services. Commercial Building Petitions (See Comm 3, Petition for Variance Procedures code.) When, due to unusual conditions or an alternative design, a proposed building cannot meet a section of the code, the owner has the option of submitting a "Petition for Variance" to propose an alternate method of achieving the code intent. Anything in an administrative code can be petitioned, except for those items that are part of a state statute. All petitions for variances to state administrative codes are reviewed by state staff, regardless of whether or not review of plans is done by local delegated municipal agents. Petitions are not a means of avoiding the code, but rather a way to permit an alternate method of meeting the intent of the code. As part of the petition, the designer or owner must propose ways of providing an equivalent degree of safety. These alternate conditions, if approved, will be incorporated into the final petition. Petitions for commercial buildings are reviewed by S&B's commercial buildings plan reviewers. Review is done at one of the six S&B full-service regional offices. The same reviewer normally does both a petition and an associated plan review, regardless of the sequence of submittal. After review, the draft petition, whether approved or denied, is subject to a final consideration by the a Bureau of Integrated Services section chief. A Petition for Variance can be submitted at any time; either prior to the plan submittal, during a plan review (if a problem with a code section is discovered during the review), or after review and approval of the plans (which might result, for example, from a change due to field conditions). Unlike a building plan review approval, there is no expiration date for an approved petition. It remains good for the life of the project, as long as conditions remain the same. The petition needs to be submitted together with any relevant documentation, drawings, photographs, and other materials to be considered as a part of the petition. It is important to note that each petition is unique and is considered on its own merits. Therefore, all information that the reviewer would need to make a decision should be submitted. A position statement from the local building official is needed if they did the plan review or have related outstanding orders. In cases related to fire or life safety issues, the fire department position statement must be provided.. (Overall, it is best to check with local fire department officials.) Inspections are not part of a petition, but are done as part of the overall building process. Codes? What is the timetable? Any public building in which more than 16 fixtures are being installed/remodeled needs plan review and there are individual fixtures that at times need plan review. See "What needs review," above. A rental property that has three or more dwellings is subject to review. 2. You must have a plumbing license to do plumbing in a rental unit. For a single-family dwelling in which you live, you must have a license to do any plumbing other than minor repairs. Must cross connection control

Onsite Wastewater Treatment Systems (POWTS) plan review
Who does plan review? Plans are reviewed by S&B plan reviewers in one of six full-service S&B offices, or by delegated plan review agents (PDF file), or by the local governmental unit. Plan which can only be submitted to S&B are: POWTS owned by the state; facilities owned by the state and served by POWTS; POWTS that will not completely utilize a component manual or approved plumbing products; designs which do not utilize an approved component manual (called "Individual Site Designs"), and experiments. Plans which can be submitted to S&B or a designated agent are: POWTS that will completely utilize a component manual or approved plumbing products. (Designs which do not utilize an approved component manual are called "Individual Site Designs;" holding tanks that have a product approval and comply with a component manual. Plan submissions which should go to the local governmental unit: POWTS that serve a single one- or two-family dwelling utilizing an approved component manual and gravity distribution to an in-ground distribution cell. Pools (Public) Technical public swimming pools code questions: pooltech@commerce.state.wi.us. Who does plan review for S&B? By code, plan reviews must be completed within 15 business days of receipt of the application and all forms, fee, construction documents, and information required to complete the review. How do you schedule a review? Plan reviews may be scheduled by completing the form, SBD-9808 (Swimming Pools Application for Review), and faxing it to 877-840-9172 or emailing it to planschedule@commerce.state.wi.us. Submitters who drop off unscheduled plans at the Madison office, where reviews are done, will have those plans scheduled in the next available time slot. Forms? See S&B forms page. Is inspection involved? Inspection is required by Comm 90.04 (6) for every pool. When a plan is approved, one copy is sent to the inspector in that area. A rough-in inspection is required when the piping system is installed and before the concrete is poured. The pool contractor, engineer or architect must contact the inspector via telephone to schedule the rough-in inspection. When the pool is complete, a final inspection is also required and is made when the architect or engineer responsible for the project contacts the inspector. The architect or engineer responsible for the project must provide the equipment required by the inspector. A pool may not be licensed before the inspector approves the construction. Form, SBD-9890X. Can I justify a petition by saying I don't want to pay what it costs to comply with the code? No, that is not a significant factor. You must show you can provide equivalence with the code provisions you are petitioning. Are there standard accepted petitions I can follow? No. Each petition is considered on it's own basis because each circumstance is in some way unique. Do I need a notary's signature on the petition application? Yes, per Comm 3.03(2), such a signature is needed. Must I complete the fire department position statement on the application? In cases related to fire protection or prevention issues, yes. Overall, it is best to check with local fire department officials. Must I complete the Municipal Building Inspection recommendation section on the on the application? Products Evaluation
Plumbing products in the
following categories must be individually approved by the Safety and
Buildings Division before they can be sold or installed for use in a
plumbing system in Wisconsin. The Wisconsin Plumbing Products Register list pools, plumbing products, and plumbing systems that have been issued an approval, an alternate approval, or an experimental approval, or have had their approval rescinded. Pools, plumbing products, or systems receiving experimental approvals may only be used at the installation site specified in the experimental approval letter. Rescinded approvals take affect the day the rescission letter is issued. Products or systems installed prior to the expiration date or date of rescission do not need to be removed. Materials Evaluation A Wisconsin Building Product Evaluation is a technical evaluation governing the use of specific construction materials, equipment, or devices in Wisconsin. The program excludes plumbing products, and petroleum equipment, which have separate evaluation programs. Each evaluation describes the material, equipment or device; documents a product's performance as shown by supporting data; and defines any limitations on its use in Wisconsin. The building product evaluation certifies that the material, equipment, or device complies with the intent of the Comm codes. The Uniform Dwelling Code includes requirements for several product types to obtain a product approval. For other products under the UDC and for other codes, it is not mandatory for a manufacturer to obtain a building product evaluation. It is mandatory for all products to comply with Commerce codes. Back to the TopPlumbing plan submittals shall include the following: Two complete sets of plumbing plans and specifications (including materials and fixtures) (maximum of five). Plans shall include: 1. Plot plan showing sanitary and/or storm sewer and water. 2. Floor plan showing horizontal drains, water distribution lines, and all fixtures and equipment to be installed. 3. 30/60 degrees isometric diagrams of the drain, vent and water distribution systems. 4. Complete water calculations in accord with s. Comm 82.40 (7). 5. Complete storm drain sizing calculations in accordance with s. Comm 82.36 (5). 6. Remodeling or additions shall include existing loads. 7. Water Quality Management Letter if required by s. Comm 82.20 (4)(c). 8. For storm water plans, submit appropriate architectural roof drainage plans, site grade run off plans and contour lines showing what is drained to the plumbing system. 9. For infiltration systems, submit Soil and Site Evaluation Form SBD-10793. 10. A Notice of Intent, form SBD-10376, must be filed with the Department if more than 1 acre is disturbed. 11. All plans must be properly signed as Comm 82.20 (4)(d). Plans involving more than one sheet must be BOUND into sets. 12. For water re-use submittals include information requested in the product approval.
