Safety and Buildings Division Dwelling Contractor Certification and Education This is the text of the letter S&B will send August 15, 2007, to individuals who are eligible to be "grandfathered" into having the new Dwelling Contractor Qualifier Certification. Here is a PDF file (529 KB) sorted by customer identification number of the individuals who S&B feels are eligible. (The file can be searched by name or address.)A company which holds a Dwelling Contractor Financial Responsibility Certification is not eligible for grandfathering - the new certification is available only to individuals who were contacts for the certification or officers of the company holding the certification. If officials of the company do not receive letters concerning their eligibility, after August 20 they will find a form available here for them to submit to claim grandfathering status. S&B will not be processing ANY application for the new Qualifier Certification until after September 1, 2007, when the code language goes into effect. August 15, 2007 Dear Dwelling Contractor: Effective January 1, 2008, if a contractor wants to take out a construction or erosion control permit for a one- or two-family dwelling, two certifications from the Safety and Buildings Division will be needed. One is the Dwelling Contractor Financial Responsibility Certification (which will be renamed Dwelling Contractor Certification). The other is the new Dwelling Contractor Qualifier Certification. The individual contractor, or a chief executive, a chairman of the board, or an owner of a company, must have the Dwelling Contractor Certification. Also, the contractor or an official of a company must have, or must employ someone who has, the new Dwelling Contractor Qualifier Certification. In order to obtain the Qualifier certification, someone either needs to attend an approved 12-hour Qualifier initial training course or meet "grandfathering" criteria. Individuals may be grandfathered if they or the company they worked for had the Dwelling Contractor Financial Responsibility Certification on April 11 - 14, 2006. According to our records, you are eligible to be grandfathered into having a Dwelling Contractor Qualifier Certification. Therefore, we are sending you this partially-completed Qualifier application. By completing the Applicant Information section, signing the application and returning it with $40, you can receive a Dwelling Contractor Qualifier Certification. You may take advantage of the grandfathering until September 1, 2009. Note that Qualifier certifications are issued to individuals who may change employers or who may become an official of a different company. Also note that each company or individual contractor will need to maintain their Dwelling Contractor Certification, in addition to having a Qualifier certification.
