- A public hearing on proposed changes to Comm 45, Mechanical Refrigeration Code, and to Comm 2, Fee Schedule, will be Thursday March 4, 2010, in Madison: Hearing Announcement, PDF file; Hearing Draft and Analysis, PDF file.

- An emergency rule related to the fees for swimming pool construction plan review of projects related to the federal Virginia Graeme Baker regulations went into effect January 1, 2010.  The emergency rule adopted December 15 by the Department of Commerce will be effective January 1, 2010, PDF file.  A public hearing on the rule will be January 21, 2010, in Madison:  Hearing Announcement and Transmittal Documents, PDF file.  The hearing draft language reduces fees for public swimming pool construction plan reviews for Virginia Graeme Baker federal requirements (section 1) and sets a new July 1, 2010, fee schedule for other pool plan reviews.  Hearing Draft, PDF file.

- An Emergency Rule is in effect as of September 5, 2009, that affects the recently adopted Comm 20 to 25 changes relating to the approved version of REScheck software used to show compliance with the Uniform Dwelling Code thermal envelope requirements. The rule amends s. Comm 22.31 (2) (b) that currently allows the use of REScheck software, Version 4.1.0 or later. Transmittal documents, PDF file. Emergency rule, PDF file.

- A Statement of Scope was approved for a Comm 5 code development project relating to the licensing and regulation of thermal system insulation mechanics as mandated by 2009 Wisconsin Act 16 and for construction contractor registration as mandated by 2009 Wisconsin Act 28, s. 2155m (page 441).  

- Changes to Comm 2, Fee Code, Comm 5 Licenses, Certifications, and Registrations Code, and Comm 82, Plumbing Code were adopted Nov. 12, 2009, and effective Jan. 1, 2010.  In part, the proposed rules update the registration process for cross connection control devices and clarify the plan review process for certain water treatment systems. - A Comm 2, Fee Code, and Comm 5, Licenses, Certifications, and Regulations Code, change proposal related to credential application fees and fees for review of a completed credential exam, was adopted on January 27, 2010, and is expected be effective March 1, 2010.  See code project documents, including final adoption draft.

  Lynita Docken has been appointed Temporary Director of the S&B Bureau of Program Development

Safety and Building Division Administrator Greg Jones has appointed Lynita Docken as Temporary Bureau of Program Development Director.  Former Bureau Director Robert DuPont has retired.

Docken, a Program Manager usually based in the Holmen S&B office, will be working part-time in Madison supervising the program managers and other staff in the bureau.  She will continue to oversee the Plumbing Program, while Roman Kaminski will oversee the Public Swimming Pool Program that previously was Docken's.  (roman.kaminski@wi.gov, 715-345-5334)

Supervision of staff in the Fire Prevention Program will be clarified in the future.

Docken is in charge of code development, serving as the lead contact for all development projects.  She will also have responsibilities in budgeting, workforce planning, and strategic planning.
