Reformulated European Chemical Regulations
The European Union (EU) has reformed its chemical regulation policies.  The resulting Registration, Evaluation, Authorization, and Restriction of Chemical substances (EC1907/2006) (REACH) requires that chemical substances marketed as chemicals, in combinations with other products, or which are intentionally released from other products, have to be registered.  The regulation applies to substances manufactured in, or imported into the EU, in annual quantities of one ton or more per company.  REACH applies not only to chemical companies but to all sectors using chemicals, including electronic and electrical equipment, automotives, aerospace, cosmetics, textiles, paints, and others.  The chemicals currently on the EU market which meet the definition of phase-in substances should be pre-registered with the European Chemicals Agency (ECHA), which is based in Helsinki, before December 1, 2008.  The full implementation of REACH is scheduled to take 11 years.  Companies that pre-register their substances can benefit from extended registration deadlines for later steps.  More information can be found at http://www.buyusa.gov/europeanunion/reach.html.  For more information about export opportunities in Europe, contact Mr. Brad Schneider, our European Specialist, brad.schneider@wisconsin.gov, (920) 420-1796.
