Brazilian Import Market Opening For Used Capital Goods

The Brazilian government has removed one of its strongest import barriers and will now allow Brazilian buyers to purchase used equipment/machinery (capital goods). Directive No. 77 published by the Diario Oficial da União (The Union's Official Journal) eliminates the need for an independent expert's technical analysis of mechanical and technical "“age" and wear of the equipment to be imported. The Brazilian Government decided to reduce the amount of red tape needed to import used equipment under the condition that there is no similar product offered by Brazilian manufacturers. Additionally, this measure also covers and facilitates the import of machines and equipment in need of overhauling and reconditioning services. As the exception to the rule, no used or refurbished equipment/machinery may be imported if the objective is to maintain IT or telecommunications equipment. The new directive is part of the Brazilian Government's effort to simplify and make the used equipment/machinery import process more transparent. The importation of used consumer goods is still prohibited.
