CDBG-Emergency Assistance Program (CDBG-EAP)

The Community Development Block Grant Emergency Assistance Program (CDBG-EAP) is a special program the Wisconsin Department of Commerce, Division of Housing and Community Development (DHCD) activates to assist local units of government that have recently experienced a natural or manmade disaster.  The storms and flooding of June 5 through July 25, 2008, led to a federal disaster declaration, FEMA-DR-1768 WI, in 31 Wisconsin counties.  As a result of this declaration, DHCD has reallocated a share of its annual CDBG allocation and is in the process of obtaining Supplemental Disaster Allocation funds through HUD to address unmet housing and community needs.


ELIGIBILITY
  • Cities, towns, counties and villages within the 31 counties included in the federal disaster declaration.
  • Residents of the municipality awarded CDBG-EAP funds may receive assistance if their dwelling was damaged by the disaster.
  • Municipality will be required to give preference to those households with incomes at or below 80% of the county median.   
  • Public Infrastructure affected by natural disaster.
  • Businesses which suffered damage to their structure or equipment and loss of revenue as a direct result of the disaster.

ELIGIBLE ACTIVITIES

CDBG-EAP funds may be used to address damage caused by the disaster, including:

  • Repair of disaster related damage to the dwelling unit, including repair or replacement of plumbing, heating, and electrical systems.  
  • Acquisition and demolition of dwellings unable to be repaired.
  • Downpayment and closing cost assistance for the purchase of replacement dwellings.  Assistance is limited to 50% of the pre-market equalized assessed value.
  • Publicly owned utility system repairs
  • Streets
  • Sidewalks
  • Community Centers

CDBG-EAP funds may not be used for:

  • Repairs or other costs covered by insurance or other federal or state assistance.
  • Cleaning.
  • Replacement of furniture, food, clothing or other personal items.
  • Any repairs not directly related to the disaster.

APPLICATION INFORMATION

Until the regulations are received for the recent allocation of $75 M in additional disaster assistance funds, we are not accepting applications.  If you have a proposed project, you may send a one-page summary to Caryn Stone at Caryn.Stone@Wisconsin.gov .  She will reply when the regulations are known and an application has been prepared.
