Wisconsin Diesel Truck Idling Reduction Grant Program
News: Commerce recently received EPA Region 5's Midwest Clean Diesel Initiative Award
for Leadership. The department has assisted Wisconsin motor
carriers in the purchase of more than 1,100 idle reduction devices.

The Wisconsin Department of Commerce (Commerce)
administers a grant program to reduce diesel truck idling.
Funding for the program was made available by the U.S. Environmental
Protection Agency through the American Recovery and Reinvestment Act of
2009 (ARRA).
The program is designed to assist common, contract and private motor
carriers in the purchase and installation of idling reduction
technologies. Motor carriers are eligible for up to 50%
reimbursement for the purchase and installation of idling reduction
equipment. The program’s primary goals are to help Wisconsin
motor carriers reduce air pollution emissions and fuel consumption, as
well as creating jobs.

Eligible idle reduction technologies must be U.S.
Environmental Protection Agency (U.S. EPA) or California Air Resources

The program was created by the Governor's budget
bill, 2005
Wisconsin Act 25.
Under the program, Commerce provides grants to freight motor carriers
(common, contract and private motor carriers) headquartered in
Wisconsin
to purchase and install idling reduction units for newer truck
tractors. Idling reduction units provide an alternative source of power
used
to heat, cool, or provide electricity to the cab or other parts of a
truck in lieu of operating the truck's main drive engine to power
these services. The use of idling reduction units on heavy-duty diesel
trucks saves fuel and lowers air pollution emissions. It is anticipated
that the program will
award grants through June 2011.
Awards are chosen randomly using a computer
generated lottery system.
Eligible applicants will receive a reimbursement of up
to
50% for the costs of idling reduction equipment and
installation.
Before applying in the future,
applicants should review the rule and changes made to the
program in the 2009-2011
biennial budget.
Summary of Changes made in the 2009-2011 biennial budget:

Extends the life of the grant program until June 30, 2015.

Directs Commerce to spend any funds it receives
under the American Recovery and Reinvestment Act of 2009 before it
spends any state funds.

Eliminates the cumulative maximum (i.e. lifetime cap)
number of truck tractors that can be funded per applicant based on the
number of eligible trucks in their fleet. Eligible applicants in
2009 through 2015 could apply for a grant for any eligible diesel
truck engine that has not previously received a grant.
Questions to consider before applying for grant coverage:
- Do you own and operate your diesel truck
tractor?
The person applying for a grant must own and operate
the truck. American Recovery and Reinvestment Act of 2009
funding allows leased trucks (2009-2010 funding cycle only) with
owners approval.
- Is your diesel truck(s) engine 1999 or newer?
The engine model year must be 1999 or newer to be eligible for grant
coverage.
- Is your fleet headquartered in the state of
Wisconsin?
The motor carrier applying for grant coverage must be headquartered in the
state of Wisconsin.
- If you are an owner/operator is your residence in
Wisconsin? The owner operator applying for grant coverage must
reside in Wisconsin.
- Have you reviewed the Statute, Rule, Factsheet and FAQs to make

Purchases already made
Please keep in mind, funding is not available for purchases made
retroactively (e.g., idle reduction unit(s) purchased before September 18, 2009 would not be eligible for funding when applying
for grant coverage September 18, 2009).
